wPrimeiro barão de Acton. Nasce em Nápoles, filho de pai inglês e de mãe bávara. O avô tinha sido primeiro ministro do rei de Nápoles. Estuda na universidade de Munique entre 1950 e 1957. Deputado liberal de 1859 a 1865. Um dos líderes do catolicismo liberal britânico, assumindo-se como íntimo conselheiro do chefe dos liberais, William Gladstone.
wProfessor de história moderna em Cambridge, de 1895 a 1902. Assume como valor fundamental a human freedom, considerando que esta não é um meio ao serviço de outros fins, mas o mais elevado de todos os fins políticos (Liberty is not a means to a higher political end. It is itself the highest political end).
wAssim, apesar de católico, combate o dogma da infalibilidade papal, considerando-o um reflexo do absolutismo. Porque it is bad to be oppressed by a minority, but it is worse to be oppressed by a majority. For there is a reserve of latent power in the masses which, if it is called into play, the minority can seldom resist. But from the absolute will
of an entire people there is no appeal, no redemption, no refuge but treason.
