Marcado pelo individualismo metodológico e pelas teses de Schumpeter e Downs, considera o Estado, não como um corpo homogéneo, mas como uma multiplicidade de grupos concorrentes e divergentes, como uma organização humana onde são tomadas decisões por seres humanos sensíveis aos mais variados interesses particulares (v.g. pecuniários, profissionais, éticos,etc.). Recuperando Rousseau, defende a unanimidade do contrato social.
